Crank-arm fixing-cap operation
Choose the standalone cap tool when the rest of your toolkit is already suitable. Avoid duplicating the same cap function unintentionally.
What this choice changes
The TL-FC16 is a focused purchase when you already have the correct bottom-bracket cup tool but still need the crank-arm cap contact. Shimano specifies its role for Hollowtech II and two-piece cranksets. It serves the cap operation; the cup tool and the tools for the separate crank-arm screws remain different purchases.
That separation matters during assembly. In the Shimano dealer-manual example, TL-FC16 or TL-FC18 handles the cap and a separate 5 mm hex tool handles the arm screws. The example explains the distinct operations, rather than establishing one tightening value or fastener size for every crankset. Follow the manual for the actual model being serviced.
Compare it with the BBT-9 if your bicycle also needs that tool’s particular 16-notch cup fitting. The BBT-9 already incorporates an equivalent cap contact, so adding TL-FC16 would provide another format for the same operation, not an additional repair function.

Cap adjustment and arm-screw tightening are separate steps. Use the procedure and limits for the exact crank model.
For the same matching eight-point cap operation, the BBT-9 already provides an equivalent contact. TL-FC16 offers a standalone format.
It serves the cap. The separate arm screws need their specified tool and procedure.
No general setting is established here. Use the exact crankset’s Shimano instructions.
